Nosi̽m Hyegöqüe Vrët (/ˈnosi̽m/ /ˈhjego˞q˔/ [fashionable] [silence]) is a subtropical Large Town located in the Wokki̽k Moot of the Viceroyalty of Rosid.
The name Nosi̽m Hyegöqüe Vrët is derived from the Wood Elvish language, as Nosi̽m Hyegöqüe Vrët was founded by Gwaingwen Gunvrish, who was culturaly Wood Elven.
Climate
Nosi̽m Hyegöqüe Vrët has a yearly average temperature of 8°C (46°F), with its average temperature during the summer being a pleasant 23°C (73°F) and its average temperature during the winter being a freezing -6°C (22°F). Nosi̽m Hyegöqüe Vrët receives an average of 144 cm/y (56 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Nosi̽m Hyegöqüe Vrët covers an area of nearly 6 km2 (2 mi2), and an average elevation of 4246 m (13930 ft) above sea level.
Overview
Nosi̽m Hyegöqüe Vrët was founded durring the early 15th century in fall of the year 1420, by Gwaingwen Gunvrish. The establishment of Nosi̽m Hyegöqüe Vrët suffered from many setbacks, delays, and obsticles, most notably a group of Nosi̽m Hyegöqüe Vrët which required millitary assistance exterminate before the community could finish being built.
Nosi̽m Hyegöqüe Vrët was built using the conventions of Wood Elven durring the early 15th century. Naturaly, all settlmentss have their own look to them, and Nosi̽m Hyegöqüe Vrët is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Nosi̽m Hyegöqüe Vrët is buildings are arranged arround a network of crampt cobblestone streets which form a diagonal shaped grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The town rests behind a thick wall made from clay bricks. The wall has all of the proper fortifications and is well made. Unfortuantly the nature of clay brick leaves it quite vulnerable to siege equipment, though the thickness of the wall lends it simmilar resistnace to a thinner hardrock wall. The town's millitarily questionable fortifications are visibly old, but also obviously maintained semi-regularly. Its likly the local malishia or garrison are tasked with ocasional mantance of the towns defences.
Nosi̽m Hyegöqüe Vrët is, in a word, disorder. People seem to be allowed to do as they please with little harmoney to anything. It feels less like a town, and more like a spot people just happened to place their homes. Yet there are small elements here and there which show the underlying structure of the community. It’s just so complex, organic, and flowing one can only understand what is a piece of the puzzle, but not what its neighbors are.
Civic Infrastructure
Nosi̽m Hyegöqüe Vrët has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Nosi̽m Hyegöqüe Vrët. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Nosi̽m Hyegöqüe Vrët's parks.
Nosi̽m Hyegöqüe Vrët has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Nosi̽m Hyegöqüe Vrët.

Nosi̽m Hyegöqüe Vrët has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Nosi̽m Hyegöqüe Vrët's public wards, blessings, and other arcane systems.
Nosi̽m Hyegöqüe Vrët possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.
Nosi̽m Hyegöqüe Vrët has a first rate hospital which caters to anyone in need of long term medical care.
Nosi̽m Hyegöqüe Vrët has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Nosi̽m Hyegöqüe Vrët's natural decorations nor waterways.
Nosi̽m Hyegöqüe Vrët has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Nosi̽m Hyegöqüe Vrët has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Nosi̽m Hyegöqüe Vrët has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Nosi̽m Hyegöqüe Vrët is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.
Cultural Notes
Nosi̽m Hyegöqüe Vrët's mayor's house was built using a different architectural style from the rest of the town. The style used is known for its buildings being predominantly formed through the combination of basic geometric shapes. However, it shown in the detailing given to the structures such as its characteristic tall columns, intricate detail, symmetry, harmony, and balance in their designs to an astonishing degree of precision. Decorative elements for the buildings tended to be built into the structure itself, making great use of fluting, frescoes, inlays, and embossing.
In Nosi̽m Hyegöqüe Vrët there are unidentifiable people in the fog, but it seems to be okay.
